What’s on the agenda today?

Hey {{First Name| there}},

EPFO just changed the rules. 5.1 million more employees are now your compliance responsibility. 👀

The wage ceiling for mandatory PF coverage moved from ₹15,000 to ₹25,000. Effective September 17. If your payroll hasn't been updated — this is urgent.

📌 In This Edition We Cover

  • 📋 What changed and why

  • 💸 What it costs employers

  • ⚠️ The new emergency power HR needs to know about

  • ✅ What HR should do right now

More value. Same CTC. Every payslip

Same CTC. More value in every employee's hands. That's the entire idea.

SalarySe Flexi Benefits converts everyday spends into tax-free allowances, saving employees up to 30% in tax, automatically. The SalarySe Card adds up to 7.5% valueback on top of that. No CTC increase. No new budget line. No extra admin for HR.

It's not a bigger salary. It's a smarter one.

1️⃣ What Actually Changed

The Union Cabinet approved the first EPFO wage ceiling revision in 12 years — raising the mandatory PF threshold from ₹15,000 to ₹25,000. Effective September 17, 2026.

  • 👥 5.1 million additional employees now fall under mandatory EPFO coverage

  • 📋 Every employee earning up to ₹25,000 basic must now be enrolled

  • 🛡️ Coverage extends to EPF savings, EPS pension, and EDLI insurance

  • 🏛️ EPFO now covers 79.8 million contributing members across 768,000 establishments

As the Cabinet press release confirms, the average salary of a regular employee is now around ₹23,000 — meaning the old ceiling was leaving millions of mainstream earners outside mandatory social security.

2️⃣ What It Costs Employers

As greytHR's compliance guide outlines, the change directly increases statutory obligations:

  • 💰 Employer PF: 12% of basic wages — now applied to a larger pool

  • 📊 EPS: 8.33% of wages toward employee pension

  • 🛡️ EDLI: 0.5% of basic wages

  • 🏛️ Government outgo is estimated at about ₹11,339 crore a year, up from about ₹10,250 crore in existing budgetary support

Keka's update also flags that newly covered employees gain EPS pension eligibility — with implications for long-term benefit calculations.

3️⃣ The New Emergency Power Most HR Teams Missed

As People Matters reports, a new rule allows PF contributions to be temporarily reduced or deferred during national emergencies — pandemics, disasters, or declared crises.

  • ⚠️ Requires a formal government notification — not automatic

  • 🔁 Rates revert once the emergency is lifted

greytHR recommends building awareness of this provision into your crisis response playbook now — not when the next emergency hits.

4️⃣ What HR Should Do Right Now

  • 📋 Audit salary bands — identify everyone earning ₹15,001–₹25,000 not yet enrolled in EPFO

  • 💰 Recalculate your statutory cost base — Finance needs to know the new numbers

  • 🔄 Update payroll software — HDFC confirms the September 17 effective date — if not updated, contributions may already be incorrect

  • 📣 Communicate to newly covered employees — for many, this is their first time in formal social security

  • 📅 Document the emergency deferral provision — your team should know what levers exist if a crisis hits

The ceiling has not moved since 2014. If you have not acted yet — this week is the week.
